Malaysia’s Hybrid Work Policy (HBH) for eligible civil servants officially comes into effect today, introducing a new working arrangement that combines office-based and remote work as part of efforts to modernise the public service.
Under the policy, eligible officers are required to work three days a week in the office and may work two days remotely from home or another location approved by their Head of Department. The standard nine-hour daily working schedule, including break time, remains unchanged.
The implementation is based on operational needs, the nature of each officer’s duties, and departmental approval. Mandatory office days also differ according to each state’s official weekend schedule to ensure uninterrupted government services.
The Public Service Department (JPA) said the Hybrid Work Policy is part of the government’s ongoing public sector reform agenda, aimed at promoting a more flexible, outcome-based work culture while making greater use of digital technology. It also replaces the temporary Work From Home (WFH) arrangement introduced earlier in response to the global energy crisis.
